This result is interesting, but not surprising, considering this card's way of handling textures over AGP.
I thought I would give it a shot on a modern system with Intel integrated graphics just to see if there is still anything to this.

Surface Pro Intel HD 4000 640x480 windowed

gl_flashblend 1 ~241 FPS
r_dynamic 0 ~247 FPS
r_dynamic 1 ~139 FPS
Winquake ~175 FPS

Apparently not, but it may come down to terrible drivers. GLQuake doesn't even launch without hacking the extension check away.
