I have a Geforce 3 ti 200 in my AGP slot on my Windows 98, and I'd like to have S3 metal stuff for some games. How do I hook up a savage 4 pro card in a pci slot with a geforce 3 ti 200 card in the agp slot?

You would have to boot into the BIOS and switch primary graphics to display.

You can only do this if your BIOS supports it, most do but some do not.

Additionally, you would either need a VGA switch or manually switch cables between the graphics cards. Unless you have a monitor with dual inputs, one to each card.

For example VGA on the PCI card, and DVI on the AGP card.

Might not be worth the headache in the long run, perhaps just get a faster AGP card and run a metal wrapper?
