Here is a BIOS i dumped from my own GF2 V7700.
It is older than the one you have, but you should try flashing it and see if it helps you.

Rename extension .h to .ROM.

Could be ram problem, card works in DOS on i815
After installing Win98 driver screen corrupts and after restart windows won't boot.

Sure does look like a bad card, that is unfortunate.
