Not so long ago, I got this card. I cleaned it, restored it and tested it. It has very good compatibility with CGA, EGA modes and the only drawback is incorrect Composite colors in CGA (via FPGA CGA/EGA to VGA adapter).
All I could find, was the instructions for this board, which describes the settings of the switches that I used to select the mode and type of monitor. The documentation also mentions the Eagle utility that can rewrite settings with switches and execute them programmatically. Unfortunately, I could not find any disks or programs for this card. I ask for your help, maybe someone has preserved it.
PS This card is based on the same CL510/520 chipset, which is Video7 Vga . I tried the utility from V7, but it doesn't work 🙁
