Can i use the card with only DX7 installed in the system, or do i need to install DX8 in order for the card to functrion?

They function fine with just dx7!

Depends, certain drivers do require a minimum version of DirectX installed so the programs using that API can run.
In addition, with the sole exception of having hardware with crappy drivers, it doesn't make any sense to stick with DX7 runtime libraries. That's like saying later versions of DirectX runtime libraries aren't needed because the video card is limited to DX7 feature set, it doesn't work like that.

GeForce 4 can fully function only with DirectX 7.0a or higher. That should suffice for usual driver picks for these cards.
I must be some kind of standard: the anonymous gangbanger of the 21st century.
