Does anyone know if any 1920x1200 or 2560x1440 LCD monitors accept 240p YPbPr signals, over RCA component, and 240p RGB signals, over VGA?

Natively? Very unlikely. That display mode is ancient, and most newer devices don't know how to interpret it.
On the other hand, many current monitors and TVs still gladly accept 480p. So if you pair your 240p device with an upscaler like the RetroTink 2x (or better), you should be able to hook it up to a modern monitor.

90% of time as 480i, and 10% as out of sync in my experience

Just get a CRT TV.. They're free sometimes (road side, deceased relatives/neighbors etc).

Generic LCD? No. There are few retro-oriented projects for that though.
I must be some kind of standard: the anonymous gangbanger of the 21st century.

The Dell U2410 is 1920x1200 and supports 15khz RGB on its VGA port. Honestly if you are "gaming", just buy a proper 240p scaler (RetroTINK, OSSC, etc.).
