Yes, but it's merely in English.
We Europeans never got a translated version of diskette #4.. 🙁
Not all European languages got a translated DOS version though, many countries were just using DOS in English. Unlike later Windows, DOS was only translated for the important markets and the couple of languages that covered a lot of population. So the rest of Europe was happily using the supplemental disk in English without experiencing these inconsistencies!
Yes, I heard something like that, too. My condolences to them.
I suppose there's nothing worse than being forced to speak (read) a foreign language in your own home (a home should be barrier-free). Especially on a computer, if you're not too tech savvy.
Edit: Please don't get me wrong, I'm not against foreign languages or English.
What I mean is that PC use at home should be stress-free.
If you're being forced to speak English or another language to get things going, it's not a free choice anymore.
Reading an English book etc. is different, it's your free choice to read it. You doing it because you enjoy it.
And if you're in another city, place or country, its fine, too. English is international, after all. Like Chinese and Turkish. 😉
Home is an exception, simply (ie, "my home is my castle").
For example, I remember, Windows 3.1 wasn't released in Slovenia anymore.
However, there was a rare version of OS/2 that was - which included a localized Win-OS/2 by IBM.
So there technically was a localized version of Windows 3.1x, but not as a stand-alone product.

In case of DOS, it was a tad bit easier, maybe. There were other DOSes aside fr0m MS-DOS.
IBM PC DOS, DR DOS, Novell DOS, Caldera DOS, PTS DOS, Paragon DOS etc.
Though I'm not sure in which languages they were available each. 🤷♂️
That being said, these are just my two cents. I didn't mean to go off-topic.
It's just that I use a MS-DOS 6 Installation to get access to MS-DOS 5 era utilities. That's all I meant to tell. 😅
