I can load Savage Empire by Worlds of Ultima, but when it asks me to select either play (1), new settings (2), or exit (3), what ever I select it loops back to the loading page. Can someone tell me what I am doing wrong.

No, because we know next to nothing about what you did in the first place!
What is your operating system? A real DOS-system? What version? Or Windows, Linux, MacOSX?
Did you install from diskettes, CD-ROM or what? How?
How do you start the game?

Sorry. I'm New to this...a real novice. It's on a laptop with Win XP. Loaded from a CD-ROM. No, there is no DOS anymore. After starting DOSBOX, I open the classic folder on drive D. Open classic.exe. Then when the four games window opens I click on the Savage Empire PLAY button. A dos screen opens asking for one of the following numbers to be entered:
1) play
2)change settings
3)exit
It matters not which number I select, it loops back to the Classic start page and then the four games selection again. I have read ALL of the help pages I can find.

Downloading and starting DOSBox is good.
Opening a folder and clicking is bad, because then you are not using DOSBox anymore.
Read my 60 Seconds Guide to DOSBox (and don't just read it - follow it too).
If that doesn't help, come back with details on how you mounted your C and D drives, how you did the install, how you configured sound, music etc.
