When you switch to DOS out of Win98 it uses DOSSTART.BAT so you need to have something like:
LH C:\WINDOWS\COMMAND\MSCDEX.EXE /D:PIONEER /V

in there to start the CD support. I believe you also need some lines for the sound card real mode drivers but it has been quite a while since I've done that.
