Is there a way to use DOS thru Windows 7 which was started in October 2009?

32-bit Windows 7 still includes the 16-bit DOS-like subsystem. On 64-bit Windows 7, it is not available. To run 16-bit apps, you can either use software like DOSBox or some other emulation/virtualisation software, including Windows 7's XP mode.

The NTVDM included with Windows Seven x32 is almost unuseable. No graphic modes. Just plain old text commandline console apps.

yes, but still the installer I had made using dgvoodoo/vdmsound/ssdh to play Tomb Raider 1 under Vista 32bit:
