You'll also need to install a DOS CD-ROM driver, a few can be found in the vogons driver archive, any one of them should work. And make sure the PCem CD drive is detected in BIOS.
I was able to install this game in PCem without trouble, albeit on a Pentium system.

Virtual memory should be related to free disk space.

Do you have assigned a very big disk? Sometimes an overflow causes it

EMM386 is a bit limited here, but QEMM has good support for both.
