IIRC, ctd before the gameplay is sound acceleration error... Try to disable it.

I Googled for Interstate '76 Windows 2000 and this thread was the first result, so I thought I'd leave the link for the patch I made few months back here. Back when Windows XP was the most used OS, I had no clue how to get it running. Even if you figured out how to get past the hang related to sound acceleration, there are still bugs due to game physics being tied to frame-rate, random crashes due to memory management bugs, almost certain crash when going from mission 12 -> 13 etc. While I haven't figured out the fix to be able to get through entire TRIP in one shot without the game bugging out at the penultimate mission, it's still much better than without.

Note that this patch applies after you've got the game installed and patched with the official Gold patch, you still have to get there by yourself.
