Ok, I found the track & car editors and a patch required to make them work, but the other tracks and cars were stored on a website called op3DFX, which is no longer online and even the Internet Archive doesn't have a copy of the site, so I have no way of knowing what the files were. I tried searching for thing like "NF2SE additional tracks", but didn't find anything.
