I have disc 1 of a 2 disc set of "6 great games for windows 98" and I am looking for disc 2 I found the 1st disc stuck inside the cdrom of my old win95 tower, I suspect the second disc is long gone, what should I do?

Nope, I would never think of getting any type of warez. I just don't want to buy it because I have already bought it and I am entitled to have it back!

Nope, legally you aren't entitled to get it back through some other copy (of course you are entitled to get your copy back if you borrowed it someone). So, yes, you are looking for a pirated copy or forsomeone to pirate his copy for you.
Think of it in other terms, just because you forgot your car somewhere doesn't entitle you to steal the exact same car somewhere else.
We *think* it's okay with software because it's a digital perfect copy and no one gets hurt, but it is not...

Well, it does say in most eulas that you are entitled to make 1 (one) backup copy for archival purposes only.

Actually no, it doesn't say that in most eulas. And in this case I don't know if the eula says that and if you actually had made a backup you wouldn't need to ask for a copy.
So even in the cases that the eula allows a backup it allows a backup of YOUR copy not that you use the copy from somebody else...

But you still must have the original in your possession at the time the copy is made. No original=no copies allowed.

But, I THINK I have the original, and I mean, where am I going to find just the one disc?

I'd say, try and ebay another copy of the game. Problem solved
