i can't install Star Wars Force Commander on my HP Windows 7 laptop,
running the installer as an admin or in Windows 98/me compatibility mode will not work.

Your best bet is to install it on an old PC that runs an OS from the time period this game was released. Or a VM with that, which will likely result in bad performance.
i still have my XP computer, but i don't know when it's going to die.
I think this game uses a 16bit installer. This means you need to install it on 32bit Windows because 64bit Windows can not run 16bit programs. Then you can copy the installed game to your current 64bit Windows 7. It may or may not work for other reasons. You may also need to manually transfer registry entries.

2000 is kind of late for a 16-bit installer, though.
Yup I verified it: 16-bit Installshield 3.x.
LucasArts had an inhouse modified installshield installer that is 16 bit that they used forever, I think they only stopped around 2002.
It causes so many goddamn problems.
