The AGP slot on BX2000 is 2x, while in P3B-F is 1x. Your card is AGP 4x, maybe it only goes down to 2x. A BIOS update on the P3B-F might fix it, but I'm not sure.

You sure there's no IRQ conflict? Sometimes Windows doesn't reveal a shared irq and it can be dumb managing irqs.

This reminds me of the Asrock 775 dual-vsta mobo. Had to force acpi off during windows 98 install

setup /p i

or it just froze up and blue screened later. Even though it had driver support for Windows 98 it was very stubborn.

P3B-F has AGP2x. Card is AGP4/2/1x compatible. I am using BIOS 1006

The GX2000 specs says the AGP slot goes up to 133MHz while the P3B-F manual says it goes up to 100MHz (odd speed for an AGP slot). And apparently the manual says AGP is only supported with certain CPUs using jumperfree, which is also strange.
EDIT: Make sure you have the GART driver installed for your P3B-F and AGP apparture size in BIOS set to the maximum value.

I have the same card and I have never had issues with my AOpen motherboard. It might just be something weird with your motherboard, mine doesn't work with Nvidia cards.

Some parts are simply not compatible. I wouldn't lose too much sleep over it, just move on.
