How would I see the frame rate for games in windows 98 (Blood 2 for example?)

Hmm haven't tried this in Windows 98, but in XP and older games I had success with MSI After burner.

For Direct3D games you can use FRAPS.

Other than that you're out of luck if the game doesn't have a built in frame rate counter.
