There are two problems.
1) Some games (NFS2SE too) use vendor_id/device_id for the glide detection. Of course if the game was released before Voodoo3 - it can't detect it. So - you need tweaking.
For NFS2SE - you must copy nfs2sea.exe to the game directory and run the game with this executable.
3) Glide incompatibility. All Voodos are 99% back compatible. But there are some games (DOS mostly) working with Voodoo Graphics only. Etc. Unfortunately I don't have Voodoo3 (have tested glide games with Voodoo2 only) so I can't say "NFS2SE works on Voodoo3".

Need For Speed II is not an early Glide game, the installation just doesn't detect the card. You have to go to the CDROM root and grab the accelerated executable.

X-Car is also Static link. Strange thing is Blood working and Shadow Warrior crashing with V3. I had the opposite results back when I had a Voodoo 2. Carmageddon might need the Voodoo 2 patch and there was also an early static link patch which doesn't even work properly on Voodoo 2 with V1 batch file.
