Mouse Stutters horribly in Master of Orion 2

I'm using a Logitech gaming USB mouse and it stutters and moves incredibly slowly. This is the only game I use Dosbox with so I don't know how it performs in other games. Can I fix this?

Actually increasing the sensitivity in the config file helped. The default is 100 so I bumped it to 200. The cursor still stutters. Kind of weird though. Once I start moving the cursor it responds fine but if I don't move it for a couple seconds it stutters.
