I got the game to load using INSTALL.EXE in DOSbox command prompt. (I'm not sure which file starts the game.) The Two-Player game loaded, couldn't find the Single-Player game and screen was very small. How do I find the .EXE file which starts the game?
Why are you installing a Windows 9x game in DOSBox?
Mobygames suggests there's a DOS version.
and yet it's in the "get Windows games working" subform.
Either way getting the 2 player game implies the CD is not mounted properly as well. Some games only had multiplayer client functionality when started without.

You can get it to run under DOSBox, it's far better choice than trying to run it under Win XP or anything higher. From what you are saying the game doesn't see the CD, so you're getting multiplayer screen (without CD you could play only MP).
If you installed correctly and run f16.exe (for EU release, probably if16.exe for the US but not sure) while having CD properly mounted in DOSBox you should see the intro sequence followed by the main menu screen.
