Title says all - Is there a wrapper to upscale DDraw games? Or are any of the existing wrapper libraries out there able to do so, especially in the case where you have a 1080p or 1440p display and it's hard to squint at a title that doesn't account for higher resolutions.

Your GPU drivers should scale any resolution to fullscreen. So check your GPU driver settings. That said, other options are:

dgVoodoo2: Can natively render 3D games at higher resolutions. Upscales 2D games bilinearly. Resolution forcing & windowed mode might upscale 2D games with nearest scaling, but I wouldn't rely on that.
DxWnd: Can upscale with nearest or bilinear filtering. With some changes in settings, can do integer scaling.
DXGL: Can upscale with nearest or bilinear filtering.
