Not going to have that setting in a Dell BIOS.

That problems is also present in DOSBox, so I use fixed cycles=30000 there.

Except that he's confirmed now that he's running the BNE Windows edition and not DOSBox, and said "The screen looks stutter when I run the game", not that it's scrolling too fast.

NVIDIA high Definition is not for Speakers or Headphones, and if your High Definition Headphones have stutter sound, try with a different driver. Or else try with a speaker if you have and identify if the problem is driver or hardware.
