I'm recalling this from memory, but I always seem to remember clCheetah speed being a lot faster. Maybe this was in a different version of Sim City 2000? At the time, there was no such thing as the African Swallow speed option.
I know the highest speed African swallow? Is basically as fast as the cpu can take it. But I don’t know how they govern the other speeds.
The DOS version goes up to Cheetah only. Windows and Mac versions will have the African Swallow, so maybe Cheetah was capped at a different speed.
