So this is a problem I've always had. I have never been able to resolve.
I've always wanted to install MagicPDF Printer, a virtual print.
However the installation fails as these two errors appear:

Do you know a program that creates a virtual PDF printer?

Windows 95C IE 5.5 operating system without updated Shell.

Apparently older versions of CutePDF ran on Windows 95.

If I recall correctly, what I did back in the '90s was use http://www.ghostgum.com.au/software/redmon.htm in combination with Ghostscript. It doesn't have a simple setup program that gives you a PDF printer, you need to read documentation and create a virtual printer with the right configuration.
