Every time I open a .txt file, the window size is quite large. I then resize it to a comfortable condition. However it doesn't remember the new size the next time I open it. Is there a workaround to it?

This doesn't answer your question, but I use Notepad++ instead of muddling through notepad's shortcomings. 5.9.8 is the last supported version for 9x.

That's right, there are workarounds. At least I use one of them myself. It is suitable for owners of video cards from nVidia. Just enable the "nView Desktop Manager" component included in the driver package, go to the "Applications" tab and add "notepad.exe", and then go to "Individual Settings" and set "Open windows on display" to "Last display":
The size and location of the notepad window on the desktop will now be remembered.

I'm using a TNT2 PRO with Detonator driver. I don't see the nView thing. How can I get it?
EDIT: Found it under Control Panel. But mine doesn't have the Application tab. Maybe the version is too old.
Have you tried resize notepad to the size you want it then minimize it, the restore it, then maximize it, then restore down, then close it. Next time you run it it should be the correct size
do your explorer windows open at the correct size (when you open a folder)

Tried this, not working.

Yes, it remembers the correct size.
does wordpad have the same problem?
if not set that to open txt files
