I am experiencing absolutely massive fps drops seemingly at random places in some maps. For example if I look at just some insignificant seeming spot in the map I can drop to 12 fps but move my mouse a bit to the right instantly back to 90+. Overall fps stays above 60 mostly until randomly theres a spot in the map dropping it to 10-20. Cannot be normal, game is unplayable. What's happening?

Specs:
Fresh W98SE
BX 440
733mhz Pentium 3
Voodoo 3 2000 (didn't have this issue with gefoce 2 mx 200 in the same system)
SB Live (Tried disabling, no diff)
384mb RAM

640x480. No settings seem to fix it. Tried lowering textures, 16bit,vertex lighting etc.

I can't change brightness. Is that normal with voodoo 3?

Na that’s odd, should be faster.

Have you tried 3dmark2000 or something to see if direct3d is ok?

Are you running the offical drivers?

If you can't change it, you're probably running in a window or have ignorehwgamma on. There's also some earlier Voodoo GL ICDs that don't have the 3dfx gamma control extension so Q3 can't do anything about it so make sure you're using some year 2000 drivers for the brightness (and overbrights) to function.

r_picmip 0 usually thrashes a Voodoo card to single digit hell, r_picmip 1's the default due to that, but that shouldn't happen on a 16MB Banshee/V3

There's also some spots in some maps where the FPS drops because there's a portal there (the start of Q3DM11 for example). Turning on "fast sky" can turn those off (and the sky). Some of the portals can induce massive texture thrashing (especially on V2 SLI)

What Voodoo drivers are you using and what gfx API have you selected in Q3? I get constant 60fps on a P3 850 Voodoo 3 3000 at 800x600.

This was what made it unplayable.
In Q3DM3 at high quality preset, if I look at the fire wall thing present in the thumbnail it sends fps down to 20, with pcmip set to 1 it goes down only to 60 but somewhat significant drop from 100+ fps still for reasons I don't understand. Is that normal?
Timedemo 1 high quality preset 800x600 = 52.8 fps ; underclocking p3 to 466mhz > 48 fps

The brightness slider thing was due to not having set my monitor up properly in windows. I noticed this since the game would crash when I tried to put it in 800x600.

I drop to around 30fps in the mirror and gate on the intro map, also another place in the map by the door gives me 30 fps. Looking into gore at close range drops from 100 to 20 ish fps. Overall still feels a bit heavy on the fps drops. But maybe this is just how quake is like on this kind of setup ?

Quake3 doesn't use any API but OpenGL. Changing the GL Driver to "voodoo" just simply sets the GL driver to 3dfxogl/3dfxvgl and that's intended for Voodoo1/2 cards which work differently and would have no effect for the Voodoo3

Quake3's also a fillrate heavy game for the time and it's normal to see dips like that when you get close to overdrawn blending. The flames-in-the-demon-mouth effect takes an alpha blend and a mulitply blend. Animated flame sequences are often two stages to have a crossfaded blend between flames so they'd appear smooth. Also it's important to keep GL extensions enabled because multitexturing would make these faster.
