I think he's talking about a DVI to VGA adapter...? That's the only converter I know of... only one issue with this it may not work due to hardware. What I mean by this is if your monitor is a straight DVI cable to monitor then its pointless, no adapter will work... that's the bad news.

The possible good news: if your monitor has a VGA connector then a DVI to VGA converter ought to work! It should not matter if the card is PCI, AGP, or for that matter PCI-E... my system is a custom build with a PCI-E and mine is done through a converter.

Still got issues: find a another monitor, it could be a simple thing such as refresh rate so check it against another source to see if the problem persists... do not have one? ... If you have a large LCD TV, or plasma and its at least 2 to 3 years in age odds are its got a VGA port on it as most of these are made PC capable. It will just an issue of equipment.
