erm.... win9x has sb16 drivers built in... I have a system myself with an SB16 and win95c and win98se both detected it and use it on install.

Tried updating the drivers from windows 98SE CD.
Still getting Code 10 error and no sound card detected (cant enable it)(the card is detected in the add/remove hardware wizard).

It was functioning perfectly in the other computer...

is it a jumpered version? you may have to set the IRQ/IO/DMA manually in the sb16 driver, I've had to do that on my systems back when that was new.

It only has jumpers for the CD connector. It says CDIRQ.
And Hex address -> 220/240/260/280

It is currently set to 220.

Ok, tested in AMD K6-2 PC again, no problems at all.
Must be driver problems in the Dell OptiPlex.

I'm starting to lose hope...

I've reinstalled windows, drivers, updated BIOS, disabled on-board audio, edited with sysedit -> autoexec, config, various drivers...

It just wont work! It works perfectly fine on the other PC, but it wont work at all on this PC...

Most like becuases it is a Dell just min of the other goof ball OEM back in day they did really off wall non standerd things to there motherbaord I belive in case you have to have a PnP Sound Blaster 16

Yes, it is an Plug'n'Play sound card: CT2230 - SB 16 MCD CSP

Any ides on how to fix this? I have updated the BIOS from A07 to A10.

No the CT2230 has Jumper that have be set for it work it not same a Real PnP Model which be more like CT2890, 2940

Which SB16 driver are you using? Windows 98 has two:

Sound Blaster 16 or AWE32
Sound Blaster 16 Plug and Play

And are you sure there are no resource conflicts? In my experience, the most common conflict with an ISA sound card is the parallel port using the same IRQ.

And have you tried moving it to another slot? I had an issue with an AWE64 Gold once (the wavetable MIDI and high DMA wouldn't work, resulting in distorted 16-bit audio), and moving it to another ISA slot solved it.

And according to this, the CT2230 is not Plug and Play, meaning you should have resource jumpers somewhere.

The exact same driver i used in the other PC, and than since it didn't work i have downloaded some drivers from the Internet...

I have tried moving it from one slot to an other, still same problem. I even removed the Symbios SCSI card that was controlling the SCSI CDROM.
All i have on my card are HEX jumpers:

ADDRESS: [220] 240 260 280
IOS0 ON OFF ON OFF
IOS1 ON ON OFF OFF

and all other you can see on that page. But i can not find any IRQ jumpers...

SB16 cards which are neither fully jumper-configurable nor full PnP cards have to be initialized through the diagnose utility.

Try something like

1C:\SB16\DIAGNOSE /S

after the SET BLASTER line in your AUTOEXEC.BAT.

I will try to replace hard drives.

Update:

I have replaced the hard drives, and the sound card works perfectly now. I am searching why didn't it work on the second one.

It could be Disk Controller hardware it self that goof up it is a WD or Maxtor?
Should try runing a Hard Disk diagnostic tool on that drive.

It is a 4.3GB Seagate hard drive.

The one where it functions is a Samsung 3GB hard drive.

Oh wow, it was a hard drive problem. The circuitry in the Seagate was conflicting with the circuitry for the CDROM on the sound card.

The problem is solved now. Thanks a lot guys!

So it was a Master/Slave or CS? Jumper problem?.

No matter, IDE 1 or IDE2, master, slave or cable select. The hard drive electronics were interfering with the sound card. Once i switched to an other hard drive, everything worked fine.
