Hey people I need some help on finding the best 2D card solution for my Windows 3.1 VM on PCem.

"Best" is subjective. Which "card solutions" have you tried so far? Is there some particular feature you need?
If you are referring to the desktop hardware on which you are running PCem, then that will have no effect on Windows 3.1 running in PCem.
Probably anything with an ET4000. Those were best in the day when they were used as real HW. Overall best VGA card around for performance. Although a Matrox one for image quality.

Was the Matrox used for FMV for like Xing MPEG?
Just use the the S3 Trio64 (Phoenix BIOS) with 4mb of vram and on 86Box.
