Which Emulator for Windows 98? Is PCem better for 3D then DOSBox?

PCem is more compatible. But slow.
(You can also test 86box which has some more features.)
There you can choose to emulate a Voodoo 1 or Voodoo 2 Add-on card.

Dosbox is very experimental, not stable and unsupported.

It depends on the Game what you use.

Best way to play is searching a patch to run the game under native Windows (10), or WindowsXp in a VM with 3d Acceleration.

3D Acceleration never worked for me in VirtualBox only in VMware.

It did partially work for me. OpenGL worked better, as far as I remember. For DDraw/Direct3D, VBox is using a wrapper, I think.
To make 3D support work in XP, the virtual additions must be installed in safe mode (and 3D option must be checked).
