When trying to run loadlin to start installing linux from any MS-DOS prompt seems to fail with a not enough free memory message?

I've simply formatted a test harddisk of 500MB with the Windows 98 floppy disk and copied it's files over to the harddisk. Then I used WinImage to copy the manual's filed over to the hard disk image. Then I've proceeded to run loadlin("loadlin linux root=/dev/ram initrd=root.bin" without quotes) as instructed from the MS-DOS prompt, but it gives me a message telling me it's ran out of memory(not enough memory)?

Adding himem.sys and removing it from config.sys doesn't help either?
