So I managed acquire from local market very very dirty VLB IO card.
After a lot of soap and water it turned out rather nice one.

However after google image search and extensive IO Cards websites B/W templates eyeballing I could not find any match.
I wanted to verify is my card missing one Electrolytic capacitor in down right corner or not (see purple) arrow.

Closest thing I found is this MIO-2050 and it does have third cap there.
Eyeballing holes in PCB gives me impression that it's not broken off or de-soldered by hand.
It looks like mine is by design some sort of cut down cheap version.
Biggest hint is that it misses silk screen TC5 component id.

It´s a filter cap between +5V and ground.
You can add a 10µF 16V electrolytic here.

After close scrutiny with my Andostar microscope I'm kind of convinced that it's "missing" cap is by design.
Also I have now done some heavy late night testing and it works just fine even with 40Mhz FSB speed.
So I'm going to record here that this no name SuperIO VLB card with FCC ID: ID2-W83759AA is working the way it is...
..well in case someone in 2030-ies searching Vogons for info on same card 😀
