I tried to look for some clues..

Board has markings like: 070-5-0490. But iam guessing 04 - 90 could mean like month 04 1990.

Yellow sticker on the board says 9124.. -> 1991 , week 24?

Sticker 5? Maybe for batch 5? Or in which factory its been made?

But still no brand, no information on the settings.

Only know that J13 is for enable or disable floppy controller
J9 is for enable or disable HDD controller part.
What clear is that the jumper settings (on the bottom) are for IRQ settings. Al those settings have 3 pins per setting.
The switch block seems to be for adresses for com and LPT.

Is was better if i know the brand and some site that have the full range of settings of it.

My guess would be an ASI controller (aquarius systems INC)?

When searching on the internet i have found some similiar controller, only with a little bit different layout.
But the looks where just the same.

I don't think this is a date code, but some internal design number.

You will find that the labels IRQ15,12,11,10,3,4,9 will match up with all except the rightmost jumper. The "IRQ3" and "IRQ4" positions are populated. These jumpers select the serial port IRQ. If a jumper is set at 2-3, that's the IRQ for the second COM port, if a jumper is set at 1-2, that's the IRQ for the first COM port. The rightmost jumper will most likely select the parallel port IRQ 5 or 7.

If you install this in a board with a BIOS that prints the "System Configuration" box at the end of the POST, the BIOS will display the parallel port and serial port base addresses. You are also missing a setting to disable/enable the game port, but I'm afraid that you likely can not detect whether the game port is enabled unless you connect a PC joystick to it, or you insert a jumper on the pin header to emulate a permanently pressed button.

This should help you determine most of the switch settings by experimentation.
