Indeed—the current version is unusable. I have an old version from 2016 lying around, which has a usable topic navigation tree. I no longer know where I got it from. Maybe here, but it does not exist anymore.

For Windows 10, you can just install the .hlp viewer from MS.

For Windows 11, apparently you need to install differently and there is a script to do so: but the GitHub page no longer exists?
