It is impossible to identify a videocard without a picture or description (numbers, etc) of the card itself.
Well, it may be impossible to ID it perfectly, but you may be able to narrow it down considering it has the following connectors:
* VGA
* Composite Video
* 4-pin S-Video
* 9-pin S-Video
It may not actually be a video card given all those video connections and especially considering the 9-pin S-Video (which may not actually be S-Video but that's the most likely). My guess is some kind of early video capture card.

This could be some videocard with advanced passthrough capabilities like subtitle overlay engine. Or even a video card with 3D-glasses support?

You should totally buy the PC, the case seems to be in excellent condition! And look how close DIN-5 connector is to the edge of the case!
It is neither of those cards, the odds of it being something newer like a voodoo rush is possible.

Yeah but I can't think of a 486 PCI board that has no onboard serial ports and has a PCI slot at the very bottom.
