Disk imaging is your friend 😀
What I like to do is format the drive, install Window 98, install Internet Explorer 6, then take an image with Clonezilla. Then I copy over everything I need (drivers, utilities, patches, etc.) and get to work. If I want to swap hardware later on, I take another image and restore the clean one.
I agree that Windows 98 is very fragile compared to XP. Without the system restore tool, a single mishap can result in a completely hosed install. Like Phil said, the best strategy is to avoid changing hardware or drivers mid-stream.
