Hi, there's a Windows 3.1 driver at vogonsdrivers. It should work for 2D on Windows 98, too.

I'm surprised the Wayback machine has kept an intact copy with files.

It sometimes works, but only for files under 1MB. If its over, then you get damaged file....But its life saver when looking for info about cards from mid 90s. Most companies ended before 2000....

Wow, interesting.
Both WinDVD (around 2001) and Ziff-Davis 3D WinBench 2000 claim they've tested on ARK Logic 8100 (Tiger 3D) so perhaps there was a pre-release? Never seen photos of it tho. (There's a guy on LinkedIn who put the Tiger 3D on his resume.)
