Probably this is one path since it is already connected to the retroarch system which has the beginnings of a DOS backend: https://github.com/libretro/scummvm.
It's not literally SCUMM, is it? I would expect it's something that just happens to superficially resemble SCUMM.
I look forward to playing this when it drops to $5 on Steam it appears in a Humble Bundle somewhere down the line.

yes, that seems to be the case - played a little (maybe 10mins in) and this is no way a good-old SCUMM game... transparencies, multiple layers of scrolling, pixel effects... I am not much of an adventure fan tbh but this really looks good and interesting!
