So I downloaded Daggerfall off Bethesda's website, and installed it onto my rather overpowered Pentium 3 450Mhz Windows 98 PC

I proceeded to then burn the DFCD part of the file onto a CD with the directory contents looking as such:

And I made sure according to these instructions:

to set the label to Daggerfa

Please note that I am NOT using a CD for this, I am using a DVD+RW, and that the drive, the disc, and the machine are all known working and good.

What am I doing wrong?

Perhaps you have the wrong filesystem set? I don't know what burning program you are using, but In Imgburn, you might have to manually set "ISO9660 + Joliet".

It's Z.CFG , edit that to reflect your CDROM path, IIRC Bethesda offers a version that has this file altered so the game runs completely from HDD.
I believe this gets created by the cd-rom installation program once install has finished.
Also my original EU CD has a volume label of "Daggerfall" - doesn't matter though as the game uses Z.CFG to locate it's files.
