if you ask me it should be 10% over the cost of the label.
Charge 20$ to ship an item, and print 8$ label, only 12$ should be taxed, fail to give proof of postage and the hole 20$ should be taxed.
And thus it is cheaper to offer "free" shipping and just build the cost of shipping into the item if it is small stuff that can be shipped first class or heavy stuff that can be shipped flat rate.
That way, on stuff like this which you only get dinged 8% on the item, it ends up being cheaper for the seller in terms of eBay fees.
The discounts that you get as a seller on shipping when purchasing the shipping through eBay can be quite large as well. Around 34% is the max discount I have seen AND the seller has the option to charge the normal price, the web price or a custom amount for shipping.
