DOSBox wont start without mouse.
Gives error: " Exit to error: Can't init SDL DirectInput::CreateDevice: Device not registered "
How can I start DOSBox while mouse is not connected?

It's a feature, official DOSBox assumes you are running it on a PC with a mouse.

What kind of device are you trying to run DOSBox on?

Mouse was not a given in early PC times, why would DOSBox have a "feature" to absolutely require it?

This is SDL (the library handling graphics, input and audio) requirement, not DOSBox directly.
Maybe you can try switching to WINDIB backend.
