You need D3D9.DLL from dgVoodoo, Witcher 1 is a d3d9 game.
And how can I get it?
For the time being it's available only in WIP (work-in-progress) versions, try the latest one:
So it works.
But it didn't solve my problem. When I play (and for example when I run), the screen is freezing for 1 second for every 10 seconds maybe. Should I change something in settings in panel?
Anyone can help with this?

It's a WIP, bugs can stay.
You must try others parameters and if it doesn't work, you must wait the next release of a new version of dgvoodoo working with the witcher.
Thanks for information. I can't wait for next release then, because game is now unplayable 😒

You mean the freezing problem occurs even without dgVoodoo? If so, then it's not a rendering problem but some other.
Unfortunately subsequent dgVoodoo releases won't help that too.
Try to check out if freezing is not caused by memory swapping or disk-reading or some other general operating system resource management.
