I’ve seen a internet archive collection (located at https://archive.org/details/windowsdesktopthemes ) and it mentioned windows 3.1 compatibility but I do not know how to install the themes, searching only gives results for modern systems.

I think most are for Windows 9x and higher.
You can change the appearance of some W3.1x elements but I don't remember being able to apply a theme.

AFAIK, Windows 3.x don't have themes support (at least not out of the box).

So you'll have to install backgrounds, colors and sound manually (unless you find an automatic tool to do so).

I have traveled across the universe and through the years to find Her.
Sometimes going all the way is just a start...

They know they're inaccurate; they just don't care; much like their entire "opensource media" category etc... that linked collection seems to be an incomplete regurgitation of Themeworld down to the site's automatic previews.
