recently i found a site from a hobby programmer that reprogrammed Duke Nukem 1 (EP1-3) for fun.
Unfortunately, i'm unable to find it.
Does anyone remember this project?

Unfortunately not. It was a 1:1 rewrite of the core engine capable of running with the original data.
Just found freenukum. Doesn't look like what I searched, but resembles it exactly.

My opinion about what, releasing the source code? Well, there is a tiny chance that somebody might want to do a proper (commercial) re-release of this game at some point, so why should I give away the results of months of work for free?
If you have any bug reports or feature requests, I'm willing to listen and I might even release an updated version at some point. The lack of feedback was the main reason why I stopped working on this in the first place. The other reason is that the rights to Duke Nukem 1 have been transferred from 3D Realms to Gearbox and I honestly have no idea what their (Gearbox's) legal department would say about this little project.
