Hello
Win98se won't power off after shutdown ?
- No "It is now safe to shut down your computer"-screen never appears.
- LCD screen just goes dark and HDD starts weirdly clicking, all fans work and such.
- I then press the power button to turn power off.
- I have a modern 2010 Bequiet! 650W PSU (fully modular) in a socket A assembly. Motherboard= MSI MS-6340 v3.
Is this true ?
"For a power off to work you need Advanced Power Management [APM] enabled in your computer BIOS."

How to know what older manufactured around 1998-2003 Win98 motherboards support this "power management"=Automatic shutdown of Win98se ?

In Award BIOS v4.7 there is under Power Management:
PM Control by APM= NO or YES. ( Is it this ? =*YES* )
Video Off Option= Always On or Suspend or All Modes. ( =*Always On* )

Yes, this is true. Although when APM is not enabled (or available) you don't end up with a black screen but the "it's now safe to turn off your computer" message.
So in your case I suggest to download and install "windows 98se shutdown supplement" released by microsoft (it's official)

PM Control by APM= YES.
Video Off Option= ALWAYS ON.

ACPI should work better on this system. If you are open to reinstall Windows 98 SE, then I would recommend that you reinstall with "setup /pj /nm" to force ACPI enabled.
Also, check if the shutdown supplement patch has been installed on your installation. Your issue is clearly a shutdown issue that may have been addressed with the shutdown supplement patch.

you can also generate a acpi.reg and import that and make a hardware-detection(search new hardware) in order to test the acpi bios activity and implementation. Otherwise you can just install new with the flag mentioned above.

turn on full logging in msdos.sys and after the restart, view the .prv files to find out what driver got stuck in the windows' deactivation calls
