I understand that Kali is a software that emulates an IPX network over TCP/IP and its used primarily for playing DOS games over the network. However, last I read, the Kali community is still active, but development is all but dead. When I start Kali, I am prompted to do an update, but the progress bar is always empty. I also heard that since development stopped, they won't send new serial numbers.

My question to everyone here is, does Kali still work today? If not, what are other alternatives? For those that still use it, can anyone give me a comprehensive guide on how to use Kali?

Kali master (tracking) server just dead but it not required for work, you always can act as server or specify server address as client without it.
Also you can ask these guys.
