yep I believe the 5v and 3.3v output is almost identical - with the 600w unit having more amps on its pair of 12v rails.
However... since I also want to use new caps.. I ordered a PSU tester to hopefully figure out what is going on with the original 600w unit as I don't want to just give up.
Thinking over everything I'd done with it... caps were replaced, I broke a leg on a resistor on accident so soldered a jumper wire to the resistor and to the solder pad it was originally attached to, and I noticed on the underside of the board there is a line of very small SMD resistors linking 2 planes, one of which (resistors) is a very very tiny piece that fell off but I'm not sure I resoldered it in the correct orientation because it looks just like a microscopic light brown cube now.
I don't think that tiny resistor would cause this but I'm also no expert by any means.
The PSU tester will be here tomorrow so I'll let you know what kind of readings I see during the power-on blips.
