You want 30 FPS, or else the AI is broken and the game really weird overall and not fun.

I am using sb0220, board is 0KP561 (Optiplex 330), PSU is N305P06...
Here is a screenshot of GPU, and CPU usage, notice the FPS is quite low, which makes the game runs bit slow at 1024x768 resolution...
Looks to me like you are GPU limited more than anything. A GT710 is pretty much the slowest of the 7xx series.
D3D11 on dgVoodoo is very resource intensive, your GPU is pretty maxed out
