Thinking of arcade racing games from the 90s, apart from many already mentioned, I also have fond memories of BreackNeck, (https://www.mobygames.com/game/493/breakneck/)
And for motorcycles, Redline Racer (https://en.wikipedia.org/wiki/Redline_Racer).
Both offer a good sense of speed.
Something that bothers me about many racing games is that the feeling of speed does not correspond at all with the speed that in theory is marked on the screen, especially in those times.
For me, in an arcade, a feeling of intense speed is part of the fun, since the fact of crashing into anything is not very relevant in arcade games.
