Hi! I have at my mother's house--anyway, I did, until she got kicked out by a family member 🙁 --a Win98SE tower, and I noticed similar issues with Shut Down. Also, a RAM drive I installed on it caused problems with changing graphics modes and the output of one emulator. 🙁 Once she finds a new home--if she finds a new home--I need to look and check the graphics driver and see its brand and model #. BTW, last I checked, it had only PC speaker sound in DOS mode, and the sound driver properties under Windows show that its I/O ports are way higher than DOS can reach. 🙁
